Network Conference
Goals : Reinforcing the network for establishing research ethics in Asia-Pacific countries, as well as promoting the achievements of Korea’s research ethics establishment. Also, to exchange information and efforts to further put in place research ethics in each country and set a culture of Responsible Conduct of Research (RCR) that meets a global standard.
The detailed goals are as follows:
1. Recognize the similarities and differences in various research ethics systems, norms, and culture of
countries in the Asia-Pacific;
2. Share norms for establishing desirable research ethics across borders and exchanging experiences of
Responsible Conduct of Research (RCR);
3. Recognize the roles and responsibilities of the actors involved in establishing research ethics, such as the government, research institutes (universities, government-funded institutes, etc.), research grant
institutions, academic organizations and publishers, and researchers- and to explore effective ways for mutual cooperation;
4. Contributing to raising the awareness of research ethics of Korean researchers and establishing research
ethics systems sponsored by universities and governments. Fifteen years after the Hwang Woo-Seok
incident, the achievements of establishing research ethics in Korea have been widely spread, and
international efforts and experiences have been exchanged on various and new research ethics issues;

Honorable members of the APRI networking committee, the 2021 Seoul APRI planning committee and local organizing committee, fellow researchers, university and government officials from the Asia-Pacific region who are with us online and offline, I welcome you from Seoul, South Korea.
The Republic of Korea has been working tirelessly to establish research ethics within the nation, through laws and regulations, reorganization of research support systems, expansion of research ethics education, and objective verification of research misconduct. The representative institution that encapsulates this, The National Research Foundation of Korea (NRF), has established a Research Ethics Support Centre to provide systematic assistance such as various policies related to research ethics, the collection and distribution of useful information, and support for research misconduct verification. The Korean University Council of Research Ethics (KUCRE) is a joint meeting of the Committee of Research Ethics and Integrity of Korean Universities, to take research ethics towards the right direction. This is achieved by sharing the latest changes and knowledge in research ethics, verified solutions, and creating various channels to communicate with the government.
In 2007, people from all over the world who are interested in research integrity gathered in Lisbon for the first time at the World Conference on Research Integrity (WCRI). During this conference, the need for a network for cooperation among regional countries was raised, and APRI was formed in 2016, with its first meeting in Hong Kong in 2017. The Republic of Korea has been in steady attendance of the APRI meeting since its establishment. It has acquired information on various efforts of different countries to establish research integrity, and sharing their own experiences. I am very honored to help host such an important event in South Korea.
The current COVID-19 pandemic, which is threatening the world, has brought about radical change not only in socio-economics, but also in science and technology. The pandemic has raised new issues that need to be considered and to find new ways in securing research integrity and establishing a desirable research culture. With this, the theme of the 2021 Seoul APRI Network Conference is “Current Issues and Tasks to Establish Research Ethics in the Era of COVID-19.”
Although the conference will be held online, I look forward to this conference as an opportunity to further strengthen the network by sharing valuable experiences that have worked to establish research ethics in Asia-Pacific countries. I also look forward to find ways on how we can cooperate with one another.

The impact of Asian and Pacific Rim countries in research is compelling in terms of both population (>50% of world population; CIA, 2015) and publication. Among the top 50 countries, the US leads at about 20% of total publications, but 13 of the other 49 countries are Asian and Pacific Rim nations, contributing an additional 32% (SCIMago, 2015) of all publications. As of 2013, approximately 40% of global R&D expenditure came from this region (NSF, 2016).
The concept of an APRI network emerged in early 2013. Recognizing the extent of research collaboration across the region and the need for discussion around commonalities and differences in handling allegations of research misconduct and providing education, then Director of the Research Integrity Program at the University of Hawaii, Zoë Hammatt, in partnership with the US Office of Research Integrity (ORI), began planning a regional conference.
Ms. Hammatt and ORI convened an initial, informal gathering of representatives of the region during the Third World Conference on Research Integrity (WCRI) in Montreal in April 2013. When Ms. Hammatt accepted a position as Director of Education and Integrity at ORI in 2014, she obtained approvals to cosponsor a planning committee meeting with the University of California, San Francisco (UCSF) in February 2015. Ms. Hammatt and Mr. Eric Mah, then the UCSF RIO, invited nine regional representatives to formally establish the network and help plan for a larger meeting the following year. The first meeting of the APRI Network was hosted at UC San Diego in February 2016, and the first APRI meeting in Asia was hosted at the University of Hong Kong in February 2017.
The third APRI meeting was held in Taipei, Taiwan in February 2018. Asia-Pacific countries such as Taiwan and Korea, as well as other European countries such as Norway and Serbia, also participated. With the decision to hold the annual meeting every other year, the fourth meeting was held in Seoul, South Korea in 2021. It was originally scheduled to be held in September 2020, but was postponed to February 2021 as an online conference, due to the COVID-19 pandemic.
